The Browns signed Carter (hamstring) to a one-year contract Wednesday, Jordan Schultz of Fox Sports reports.
Scouting Report
Is an undersized receiver and return threat with speed, lateral quickness and separation skills; he is almost unstoppable on underneath routes. A tireless worker, he owns excellent pass-catching technique and the running instincts ideally suited to a slot/possession role. Is highly motivated and durable. His height deficit and sub-compact frame can limit his snap count.
Long Range Potential: Decent slot/wide receiver and return man.
